Between 2019-2023, we provided ongoing formative evaluation with a focus on learning using the Critical Friend methodology for 3 consecutive European Presidency Projects funded by the DEAR Programme.
These were 3 international cooperation projects involving multiple partners, focused on topics such as Agenda 2030, beyond growth, economic inequalities, human rights due diligence etc. each including components on advocacy, capacity building and public awareness and a sub-granting component to multiply effects. The projects were implemented by national NGDO platforms and the umbrella platform CONCORD Europe.
Our role as Critical Friends was to enhance learning between the partners and from one consortium to the next, to support the partners to articulate common goals and outcomes and monitor impact. Our team also provided regular reporting on progress achieved to support adaptive management. For this purpose, based on the lessons learned from the first project, we helped the second consortium develop a comprehensive Outcome map and an online Outcome journaling system to monitor progress.

In 2022, after having offered ongoing evaluation for the 2nd Presidency Projects, we were contracted by the team to also develop a final external evaluation of the project. The final evaluation focused on the perspectives of external stakeholders and used the Outcome harvesting approach to showcase the most important achievements of the project.
