FOND (The Federation of Non-Governmental Organisations for Development) is the Romanian NGDO platforms. Its secretariat and over 30 member NGOs work in the field of cooperation for development and humanitarian assistance. Upon its 10 year anniversary in 2018 and with support from FORUS International, FOND initiated a process of evaluating its impact over the years. The organisational evaluation was meant to extract recommendations for FOND’s strategic planning process of 2019, as well as to summarise good practices that could be relevant for its peer NGDO platforms in other countries.
The evaluation started with a participatory workshop with platform members to prioritise areas for evaluation and learning. As a result of the consultation, the evaluation focused on a subset of key elements:
● The platform’s impact and key achievements over 10 years
● The relevance of “flagship” projects
● The platform’s relevance in the international cooperation sector
● Members’ engagement in the activities of the federation, their needs and expectations
● Strategic leadership
The organisational evaluation was designed using the IOA model and consisted of an extensive review of documentation, surveys and interviews with members and external stakeholders, as well as a series of workshops to support the integration of the recommendations into the future strategic planning process.
